Lim Swee Say

Mr Lim Swee Say is a Trustee and Adviser of the National Trades Union Congress (NTUC), Chairman of NTUC LearningHub Pte. Ltd., and a Director of Singtel, NTUC Enterprise Co-operative Limited, Ho Bee Land Limited, and Temasek Foundation Ltd.

Swee Say joined the public sector in 1976 and held leadership positions in Singapore’s National Computer Board and Economic Development Board. He joined the Labour Movement in 1996 and entered politics in 1997.

He served in various ministries between 1999 and 2018, and was also Secretary-General of NTUC from 2007 to 2015 and Minister for Manpower from 2015 to 2018. He retired from politics as a Member of Parliament in 2020.

Sam Liew

CEO, NCS

As CEO, Sam leads NCS as an AI-led Technology Services company focused on AI platforms and products, embedding AI into how the organisation designs, builds, and operates systems.

Under his leadership, NCS is scaling enterprise-grade AI capabilities across industries while maintaining reliability and governance for mission-critical systems.

Sam previously served as Chief Executive, Government Strategic Business Group (Gov+), leading NCS’ digital government portfolio across Asia Pacific.

Before joining NCS, Sam was Managing Director at GIC Technology Group and earlier held senior leadership roles at Accenture ASEAN Technology.

Sam serves on multiple boards including Gardens by the Bay and ITE, and chairs SUTD’s Industry Advisory Board.

He was awarded Executive of the Year at the Singapore Business Review Management Excellence Awards 2024 and named Tech Leader of the Year 2026 by the Singapore Computer Society.

Edward Chen

Chief AI Officer, NCS

As NCS' first Chief AI Officer, Edward leads the organisation’s AI transformation, building AI platforms and products and ensuring their safe, secure, and responsible deployment at scale.

Edward brings over 26 years of public sector experience across cyber operations, digital transformation, and national security. Prior to NCS, he served as Deputy Chief Executive (National Cyber Resilience) at the Cyber Security Agency of Singapore (CSA), where he led national cyber defence operations and oversaw the cybersecurity of Singapore’s Critical Information Infrastructure.

As a brigadier-general, Edward held several senior leadership roles in the Singapore Armed Forces. These included Defence Cyber Chief, where he built key cyber capabilities in the newly formed Digital and Intelligence Service (DIS), and SAF Chief Information Officer, where he oversaw 24/7 network operations and drove large-scale digitalisation and cloud transformation.

Edward holds engineering and management degrees from Cornell University, Stanford University, and the Australian National University. He is GIAC-certified in malware reverse engineering, cloud security, and incident handling. He serves on several education and industry boards, including as Vice-President of the Singapore Computer Society and board director of the Singapore Chinese High School.

Lynn Fong

Director, Centre for Learning & Teaching Excellence, Ngee Ann Polytechnic

Lynn Fong is Senior Director and Registrar at Ngee Ann Polytechnic (NP). She is, concurrently, the Director of the Centre for Learning & Teaching Excellence (CLTE), giving her strategic oversight across academic policy, planning, and the evolution of teaching and learning at the polytechnic.

An educator for over 20 years, Lynn has made the responsible integration of artificial intelligence into teaching and learning a central focus of her work. Through CLTE, she spearheads NP's education technology agenda and drives institution-wide initiatives to evolve pedagogy, build faculty capability, and reimagine the student learning experience in an AI-enabled era.

Lynn previously served as Director of the School of Humanities & Social Sciences, providing strategic leadership across six full-time and three part-time diplomas serving over 2,000 students. A long-time advocate of experiential and collaborative learning, she also championed the early adoption of technology in teaching, including online learning.

She holds a Master of Arts in Instructional Design & Technology from the National Institute of Education, Nanyang Technological University, and a Master of Arts from the University of Reading

Giuseppe is a Partner at NCS and he leads innovation strategy and delivery, helping clients harness AI, GenAI, Computer Vision, Robotics and IoT to build end-to-end AI-led digital solutions that translate advanced technology into measurable business value.

With more than 25 years of experience in Data Science across academia, government, and industry, Giuseppe brings deep expertise in Artificial Intelligence such as GenAI, machine learning, optimisation, network analytics, and big data technologies. He has driven large-scale data strategies across supply chain optimisation, mobility intelligence, telco analytics, and credit risk modelling - turning complex science into scalable business assets.

Before joining NCS, Giuseppe held senior leadership and consulting roles at Accenture and Singtel, where he built and scaled data and AI products, led multi country teams, and delivered multimillion dollar transformation initiatives across multiple sectors.

Giuseppe’s career has included co-founding a fintech startup and investing in early-stage technology ventures across Southeast Asia, blending hands-on product building with commercial judgement.

Giuseppe earned a PhD in Physics from Trinity College Dublin, with research in low-temperature phenomena and nanotechnology, and holds a Master’s degree in Chemistry.

Dr. Sunil Sivadas

Principal AI Architect, AI Safety, AI Factory, NCS

Dr Sunil Sivadas has been appointed as our Distinguished Engineer from 1 Aug 2022. Sunil is currently the Practice Lead for NEXT Gen Tech and has been with us at NCS since 2018, bringing with him 17 years of experience within the Artificial Intelligence domain. His role as Practice Lead focuses on growing the practice’s deep tech data science capabilities, creating strong partnerships and building the AI community in NCS. His domain specialties include, but are not limited to: Machine Learning, Artificial Intelligence, Natural Language Processing, Speech Recognition, Computer Vision, and Time Series Prediction.

He currently holds 6 patents in Artificial Intelligence and Computing, has published in top tier journals and participated actively as an expert in various industry conferences. As the Deputy Director of the Singtel AI Lab in Nanyang Technological University, Singapore, he sets the vision for research and manages teams working on projects across areas such as Computer Vision and Robotics.

In NCS, Sunil led many innovative projects including developing a multi-modal AI system using natural language processing and computer vision, that was demonstrated at the opening of the Shenzhen Innovation Center, Ins8.ai – a Conversational AI system for Singaporean English and Expressive voice synthesis for Breeze navigation application.

Additionally, he is heavily involved in the mentorship of other specialists within his domain, facilitating and nurturing young talents to create impactful solutions in NCS. He is also a Volunteer Career Advisor at WSG and co-organises Hackathons for school students as part of the Singapore Malayalee Association.

Sunil holds a PhD in Electrical Engineering from the Oregon Health and Science University, Master of Technology in Electronic Design from the Indian Institute of Science and Bachelor of Technology in Electronic and Communication Engineering with the University of Calicut. He most recently attended the Product Strategy Executive Education Programme with the Northwestern University Kellogg School of Management in September 2021 and completed a General Management Programme with National University of Singapore (NUS) Business School in 2019.

Dr. Ettikan Kandasamy Karuppiah

Dr. Ettikan Kandasamy Karuppiah, Director at NVIDIA APAC Region, works with innovators, researchers and techno-entrepreneurs to accelerate AI and GPU adoption for their translational R&D and software solutioning needs.

He has direct experience and is passionate about accelerated computing, embedded software, autonomous systems, machine learning, deep learning, generative AI, and Agentic AI solution design and development covering end-to-end needs across various industry verticals.

Dr. Hong Tang

Dr. Hong Tang is VP and Director of the CTO Office at Alibaba Cloud. He first joined Alibaba Cloud in 2010, leading the core engineering team behind Apsara, the cloud operating system and software stack powering Alibaba Cloud. After returning in 2023 as International CTO and Chief Architect at Alibaba Cloud Intelligence Group, he has driven cloud innovation for global markets. Previously, he held engineering leadership roles at Ask.com and Yahoo, where he led the development of search infrastructure and Hadoop R&D.

Shun Utsui

Shun is a Partner AI Deployment Strategist at Mistral AI, based in Singapore. In this role, he works with Mistral's partner ecosystem across Asia Pacific to bring frontier open-weight AI models into production for enterprise and sovereign customers. Prior to Mistral, he was a Senior Industry Solutions Architect at AWS, where he advised customers across Asia Pacific & Japan on AI infrastructure, GPU clusters, distributed training, and sovereign AI.
